The State Emergency Service of Ukraine and the Ministry of Development of Communities and Territories of Ukraine have established long-term cooperation on capacity building of territorial communities, in particular by establishing local and voluntary fire and rescue units, including security centers. To this end, local self-government focuses on building local and voluntary fire protection as the primary link in responding to fires and emergencies.
In order to streamline the work on the establishment of Security Centers and to meet the requirements of paragraph 171 of the Regulation on the unified state system of civil protection, approved by the Cabinet of Ministers of January 9, 2014 № 11, a draft joint order of the Ministry of Regional Development, MIA and MOH in the settlements of the Security Centers ", which is currently being worked out.
The Ministry of Development of Communities and Territories of Ukraine also submitted a budget request to provide funds in 2022-2024 for the implementation of measures to build Security Centers in the amount of 3 billion hryvnias by allocating subventions from the state budget to local budgets to create safety infrastructure in local communities.
